World-class Bay area could become a Model of China's Energy Reform

On 18 February, the CPC Central Committee and the State Council issued the outline of Guangdong-Hong Kong-Macau Greater Bay Area's Development Plan (hereinafter referred to as the "outline") and issued a circular requesting all regions and departments to conscientiously implement it in the light of the actual situation.
 
The outline is a programmatic document guiding Guangdong-Hong Kong-Macau Greater Bay Area's current and future cooperative development. Planning for the near future to 2022, long-term outlook to 2035. In addition to putting forward the development direction and social governance objectives of the cities in the region, it also puts forward specific requirements for the management and application of the energy industry in the region.
 
Guangdong-Hong Kong-Macau Greater Bay Area includes Hong Kong, Macao two special administrative regions and Guangdong Province Guangzhou, Shenzhen, Dongguan, Foshan, Huizhou, Zhongshan, Zhuhai, Jiangmen, Zhaoqing 9 cities, a total of 11 cities. Guangdong-Hong Kong-Macau Greater Bay Area has a total area of 55,999 square kilometers, with a total population of 70 million at the end of 2017 and a total economy of about 10 trillion yuan.
 
The whole Guangdong and Hong Kong and Macao large-bay area has more than 1800 companies listed in the global capital market. The energy industry and new energy automobile enterprises include China Southern Power Grid, Guangzhou Automobile New Energy, Xiaopeng Automobile, Shenzhen Energy Group, Guangdong Guohong Hydrogen Energy Technology Co., Ltd., Kyushu Energy and Xiongchuan Hydrogen Energy Technology (Guangzhou) Co., Ltd.
 
The outline sets out several requirements for the energy field in the Greater Bay area:
 
1. Optimizing the energy supply structure
 
We will vigorously promote energy supply-side structural reform, optimize Guangdong-Hong Kong-Macau Greater Bay Area's energy structure and distribution, and build a clean, low-carbon, safe and efficient energy supply system. We will vigorously develop green and low-carbon energy, speed up the use of natural gas and renewable energy, develop wind energy resources in an orderly manner, develop solar photovoltaic power generation, biomass energy, safely and efficiently develop nuclear power, and vigorously promote clean and efficient utilization of coal. We will control total coal consumption and continue to increase the proportion of clean energy.
 
2. Strengthening energy storage and transportation system
 
We will strengthen the construction of major power grids such as power transmission channels between cities in the surrounding areas, improve the urban transmission and distribution network, and improve the transmission capacity and anti-risk capability of the power grid. We will accelerate the construction of large oil reserve bases in the Pearl River Delta, promote the overall construction of new LNG (LNG) receiving stations and expand the storage and transfer capacity of existing LNG receiving stations, and rely on the distribution of national backbone natural gas pipelines to build supporting sub-lines. Expand oil and gas pipeline coverage, improve oil and gas reserves and supply capacity. We will promote the construction of national coal reserve bases in Guangzhou and Zhuhai, and build a cascade system for receiving and transferring coal reserves. Research on the improvement of Guangdong to Hong Kong and Macao Power Transmission Network, gas supply pipeline, to ensure the safety and stability of energy supply in Hong Kong and Macao.
 
3. Promoting low-carbon energy
 
The innovative green and low carbon development model points out that we should tap the potential of greenhouse gas emission reduction and take positive measures to adapt to climate change. Strengthen low-carbon development and energy-saving and environmental protection technology exchange and cooperation, further promote cleaner production technology. We will promote pilot low-carbon demonstrations, implement demonstration projects in near-zero carbon emission zones, and accelerate research and development of low-carbon technologies. We will promote the evaluation of green and low-carbon development in the Dawan area, strive to reach the peak of carbon emissions as soon as possible, and build a green development demonstration zone. We will promote the intelligent and green development of manufacturing industry, adopt advanced and applicable energy-saving and low-carbon environmental protection technologies to upgrade traditional industries, and speed up the construction of a green industry system.
