Since the 13th five-year Plan, energy conservation and emission reduction have made good progress. Nearly 90% of enterprises have achieved their targets every year. However, progress is uneven, enterprises lack funds, technology, and systematic energy conservation and emission reduction are still facing many problems. This is the survey report of energy conservation and emission reduction of Chinese enterprises since the 13th five-year Plan (hereinafter referred to as the report).

In the survey, enterprises hope to increase technical and financial support, and that policies should not be "one size fits all", implement differentiated implementation, and maintain relative stability. The report recommends that in the second half of the 13th five-year Plan, at the enterprise level, We will continue to improve the system and continue to carry out energy conservation and emission reduction by means of technology management and dual-wheel drive. The government should constantly improve the market-oriented energy saving and emission reduction mechanisms such as carbon emissions, continuously promote the transformation of energy structure in the direction of clean energy and renewable energy, and vigorously develop green finance to help save energy and reduce emissions.

90% of enterprises achieve their targets

It is understood that this is the eighth consecutive authoritative analysis report on the energy conservation and emission reduction status of Chinese enterprises by the China Enterprise Federation, the China entrepreneurs Association, and the China Enterprise Management Science Foundation. Based on the macro background of energy saving and emission reduction in China since the 13th five-year Plan period, the field investigation and questionnaire survey of local enterprises in several provinces in China from 2016 to 2018 have been carried out for three consecutive years.

Since the implementation of the 13th five-year Plan, China has achieved remarkable results in energy conservation and consumption reduction. Data released by the National Bureau of Statistics show that in 2016 and 2017, the energy consumption per unit of GDP in China decreased by 5% and 3.7% respectively compared with the previous year, all exceeding the annual target values. In the first quarter of 2018, the first half of the year and the first three quarters, Energy consumption per unit of GDP fell 3.2 percent, 3.2 percent and 3.1 percent from the same period a year earlier, above the 3 percent annual target set out in the 2018 work report. "the 2018 annual target for energy conservation and emission reduction is expected to be met," the report said.

Over the past three consecutive years, the three organizations have conducted on-the-spot research and questionnaire surveys on local enterprises in several provinces in the country, including provincial branches of central enterprises, in the fields of iron and steel, petrochemical, cement, textile, pharmaceutical, real estate, environmental protection, and so on. Logistics-based, basically covering the national departments listed by the key industries of energy conservation and emission reduction.
